KILLINGWORTH YOUTH LEAGUE BY-LAWS/OPERATING RULES

ARTICLE I – Objective

The objective of the Killingworth Youth League (KYL) By-Laws/Operating Rules is to
provide clear and concise ground rules in the operation of the League. Under no
circumstances will these rules conflict or supercede KYL’s constitution nor Little League
Rules, Regulations or Policies, as set forth by Little League Baseball. To achieve this
objective, the KYL will provide a supervised program under the Rules and Regulations of
Little League Baseball, Inc.

ARTICLE II – General Rules

KYL Membership Board requires all parents and players to follow and adhere to a Code
of Ethics. In addition, all coaches must follow and adhere to a Code of Conduct. Both
the Code of Ethics and Code of Conduct require appropriate sign off by players, parents
and coaches.

All board members, managers, coaches, and other volunteers who provide regular
services to the league and/or who have repetitive access to or contact with players or
teams must fill out a volunteer application form and submit to a background check.
Major expenditures (those greater than $500 in the aggregate) will be presented at a
regular meeting for approval. Where appropriate at least 3 competitive bids will be
obtained prior to approval by the membership present.

ARTICLE III – Selection of Players

Selection of Players will be overseen by the League Player Agent; in the event this
position is not filled a board designee may be appointed by the Board. Section of Players
will be made as follows:

The President of the League will determine the number of teams and players on each
team.

T-Ball, Instructional Baseball and Instructional Softball. The Divisional Coordinator
of the respective league will receive a listing of eligible players from the President (or his
designee). The coordinator will attempt to equally divide players within the different age brackets, giving consideration to experience of the player, as well as parent request when
possible.

THE DRAFT

Minor League Baseball and Softball Draft

The objective of the draft is to provide as well balanced league as possible. Order of the
draft will be decided by picking out of a hat and selection will ensue based on such order.
Prior to draft commencement to ensure competitive balance, consideration should be
made based upon the skill level of players assigned to a head coach and his assistant prior
to the draft (i.e. their children). Ten-year olds will be picked for the first 4 rounds, and
then the draft shall be open to 9-year olds. The President of the league will determine
whether to hold tryouts for 8 year olds to fill team rosters.

Major League Baseball and Softball Draft

It is the desire of the Membership Board to maintain cohesiveness within the respective
major leagues if possible. Therefore to achieve that goal KYL has adopted the
“graduation” system for both boys and girls divisions. Teams will keep all of their
returning players. A draft will be held to supplement those teams that graduated players.
Teams will pick until all rosters are balanced with the same number of players; draft
order will be based on the previous year’s standings, in reverse. The draft will be held
using the serpentine method.

Please note that the ability to maintain the graduation system is to be reviewed each year
after player registration has been completed. At that time the League Coordinators will
make a recommendation to the Membership Board as to how best to formulate league
structure, including number of teams.

Players Moving Up in Division

For parent’s of eight-year olds who wish their child to move up from Instructional to the
Minor’s Division and parent’s of ten-year olds who wish their child move up to the
Major’s Division, tryouts will be held in March. There is no guarantee that a player will
move up. KYL Membership Board shall have final say over whether a player may move
up. This determination is based on the need for additional players to maintain an even
number of player’s in a league, player maturity and most importantly, the safety of all
players involved in their respective division.

ARTICLE IV – Selection of Coaches.

Selection of Coaches will be the recommendation of the respective Divisional
Coordinator and is subject to Membership Board approval. Consideration will be given
to those who have previous coaching experience. Once a head coach is determined he or
she may select one assistant on his own. Other assistants will be assigned after the draft
or chosen among player parent candidates.

In the case of the minor and major leagues it is the desire of KYL to promote a mentoring
program wherein coaches are groomed so that when a head coach moves on to a higher
level, his assistant is able to take over.

No coach may manage 2 teams during the same season without league approval. There is
a mandatory attendance for all coaches to attend a safety clinic and coach’s clinic held in
March. All coaches will be required to undergo a background check, follow all Little
League and KYL rules, and sign off and follow the coaches code of conduct.

KYL tries to promote knowledge, education and safety awareness to all participating
volunteer coaches by sponsoring trainings on an annual basis. All Coaches Trainings and
Clinics are mandatory. Coaches are expected to attend their specific division’s clinics
including coaches training, safety training and umpire training.

The head coach and his league recognized assistant coach will be required to umpire a
minimum of two (2) games, of which one game (1) game shall be behind the plate. Thus
both coaches will work a total of four (4) games.

Note that attendance to all clinics is mandatory on an annual basis. Attendance to prior
years’ clinics’ will not satisfy the league requirements for the current season. Exceptions
will be granted only to those individuals for good cause. Exceptions can be granted only
by the League Official who is in charge of the respective trainings such as Safety Officer,
Umpire Coordinator or President of the League.

Coaches are expected to follow and adhere to league r
ules and regulations as set for in the  KYL Constitution, By-Laws and LL Baseball, Inc.

Article V – Schedules, Tournament Play

The President of the league will furnish practice and season schedules. Respective
Divisional Coordinators will work with Head Coaches to provide an even number of
practice field time.

End of season tournament play will be determined by League Coordinators and is subject
to the general membership approval.

Article VI – Player All Star Selection

All Star Selection Process in General.

Both players and coaches will be entitled to vote. A KYL Board member will be present
to oversee the player voting process. The Board Member present will brief each player
on the voting process stressing that this not popularity contest. They should consider the
skills, sportsmanship of the athlete, as well as the fact that the player they vote for will be
representing the Town of Killingworth. The KYL Membership Board strongly supports
the children involved having a major role in the selection of the All-Star teams.

All Star Selection Process for Boys MINOR Division.

Generally, 2 Teams of 12 athletes are picked, a District team and a tournament team.
Each player will select 12 athletes in their division to represent the All-Star team.
  1. A ballot of all eligible minor league players age 9-10 yrs old will be prepared bythe divisional coordinator.
  2.  Each player will vote for a total of 12 athletes on the ballot.
  3. Each player may vote for himself, if he feels worthy.
  4. Each player may only vote for a maximum of 4 of his teammates includinghimself. The player will understand that this is not mandatory. He can choose asfew teammates as he wishes, but no more than 4.
  5. The Head Coach of each team will vote for his choice of 12 players. He or shemay only vote for a maximum of 4 players on the team that they are coaching.
  6. No parents may be involved in the voting process.
  7. Player’s votes will count as 1.
  8. The Head Coach’s vote will count as 2.
  9. The top 9 vote getters will be automatically chosen to the All-Star district team.
  10. From the remaining players in the league, the 10th, 11th and 12th players will bechosen by the head coaches and league coordinator. All players must be approvedby the KYL Board of Directors.
  11. Once the district team has been determined, the tournament team will becomprised of the remaining players on the ballot. Those players will be selectedbased on the voting tallies as well as divisional coordinator and head coachesinput.
All votes will be put into a sealed ballot box. KYL Board of Directors will open the box
and count the votes. A meeting with the divisional coordinator and all head coaches in
the league will determine the 10th, 11th and 12th players to be included in the final roster
as well as the tournament team.

All Star Selection Process for Boys Major Division.

2 Teams are picked on two ballots. An 11-12 year old District team and an 11-year old
District team. Each player will select 12 athletes in their division to represent the District
11-12-year-old All-Star team and the District 11-year-old All-Star team.
  1. Two ballots of eligible player’s ages will be prepared by the divisionalcoordinator, one of 11-12 year olds and one of 11 year olds.
  2. Each player will vote on a ballot of all major league players age 11-12 yrs old to determine the 11-12 yr old district team.
  3. Each player will vote on a separate ballot of just 11yr olds to determine the 11yrold district team.
  4. Each player may vote for himself, if he feels worthy.
  5. Each player may only vote for a total of 4 of his teammates including himself.The player will understand that this is not mandatory. He can choose as fewteammates as he wishes, but no more than 4.
  6. The Head Coach of each team will vote for his choice of 12 players. He or shemay only vote for a max of 4 players on the team that they are coaching.
  7. No parents may be involved in the voting process.
  8. The decision as to whether an 11 yr old will play on the 11-12 year old team willbe left up to the discretion of the player, parents and KYL board.
  9. Player’s votes will count as 1 ballot.
  10. The Head Coach’s vote will count as 2 ballots.
  11. The top 9 vote getters from there prospective ballot will be choosing to the All-Star district team.
  12. The 10th, 11th and 12th players will be choosing by the head coaches and divisional coordinator and than approved by the KYL Board of Directors.All votes will be put into a sealed ballot box. KYL Board of Directors will open the box and count the votes. A meeting with the league coordinator and all head coaches in the
    league will determine the 10th, 11th and 12th players to be included in the final roster as
    well as the tournament team.
All Star Selection Process for Girls Softball divisions.

Selection process for Girls divisions is pending. Currently the number of players and
teams each year affects the process. The KYL Membership Board strongly supports the
children involved having a major role in the selection of all of the All-Star teams.

Article VII – Coaches All Star Selection

All Star selection head coach and assistant will be done by the coaches within each
league. The head coach and his league approved assistant will each have one vote for All
Star head coach. Coach with the most votes will be head coach and assistant coach will
be the coach with the next highest votes. All selections are subject to membership board
approval.

Article VIII– Playing Rules

KYL playing rules are based on those established by Little League Baseball, Inc. The league does retain the right to change and modify such rules to allow for safe and competitive play within each league that KYL maintains. However, in no way shall any such rules deviate from those established by Little League Baseball, Inc.

Article IX– Discipline

Discipline of all players and coaches shall be based on approved Little League rules and
the KYL approved Constitution. All rules shall be strictly enforced. Any conduct
considered detrimental to Little League Baseball and/or the KYL objective shall be
addressed and appropriate disciplinary action shall be taken.

ARTICLE IX – Amendments to the By-Laws

Any amendment to the By-Laws must be put in writing and submitted at any regular
meeting of the league. The Membership Board, by a majority vote, must approve the
proposed change prior to approval by the general membership. The change must be
tabled for 1 month prior to approval by the general membership at the next regularly
scheduled meeting.

ARTICLE XI– Interpretation
The Membership Board shall rule on all questions concerning the interpretation of these
By-Laws and their decision shall be final.
